Harry Truman and George Bush are similar in their low approval ratings but …interestingly they took very different paths to get there. Mr. Truman was realistic and raised taxes in time of war, because wars really cost and he told the American people so. Thus, he was resented for implementing an unpopular decision, but doing it very competently. Mr. Bush fell into disfavor for pursuing policies that were opposite to Mr. Truman’s on both counts.
